The FSA prefers to carry out its functions with organisations in the context of an open and cooperative relationship and must disclose to the FSA anything relating to the organisation which the FSA would reasonably expect notice.
When situations arise giving the FSA cause to obtain information or documents from organisations it will in the first instance ask for those items and expect the organisation’s cooperation. Where, however, it appears that it will not be able to obtain the required information in that way it will use its statutory powers. When the FSA considers it necessary to undertake a more detailed and formal review of potential problems or risks in an individual organisation, it may formally request the organisation in question to provide specified information or documents, ask the organisation to appoint a skilled person to provide a report on the matter to the FSA
